About the Role
NRC is looking for a Finance Coordinator to support our mission with strong financial management in Kibondo. This role ensures that NRC’s finance systems are applied at the area level, supporting project goals through efficient budgeting, reporting, and compliance. Responsibilities
Main Responsibilities
- Implement NRC Systems and Policies: Apply NRC’s procedures at the local level and make sure that policies, guidelines, and donor requirements are followed.
- Report Preparation and Analysis: Prepare, review, and submit financial reports regularly to keep management informed.
- Document Management: Ensure proper filing and storage of support documents.
- Team Support and Training: Support line managers with procedures and organize necessary training for the support team.
- Team Management: Oversee the support team to maintain efficiency.
Specific Role Duties
- Financial Reporting and Compliance: Ensure all accounting, monitoring, and reporting follow NRC and donor guidelines.
- Budget Assistance: Help project staff with budget preparation, monitoring, and revisions.
- Cash Flow and Budget Control: Track and manage cash flow to maintain area budget control.
- Systems and Procedures Development: Support the setup and maintenance of administrative systems.
- Anti-Corruption Training: Provide training on anti-corruption to all staff for ethical and compliant work.
Unique Responsibilities
This role may adjust duties based on local needs, program focus, or operational phase. Updates will happen if there's a new hire or significant context change.
- Cash Forecasting: Assist the Area Manager with cash forecasts, budget monitoring, and tracking spending.
- Month-End Close and Reporting: Oversee month-end processes and ensure timely submission of financial reports to the Regional Office.
- Budget Monitoring: Prepare Budget vs. Actual (BVA) reports and advise the Area Manager and project staff.
- Donor Reporting: Prepare timely donor financial reports for Regional Controller review.
- Salary Distribution: Manage monthly distribution of salaries and benefits.
- Master Budget Monitoring: Use the master budget tool to monitor budget coverage, keeping management informed.
- Compliance with Financial Procedures: Ensure financial processes align with the NRC Financial Manual, donor policies, and audit requirements.
- Travel Claims Verification: Check travel claims for compliance with NRC and donor rules.
- Rebooking Verification: Verify all rebooking transactions for accuracy.
- Accounting Document Management: Properly store and manage all accounting documents.
- Staff Supervision: Assign tasks, train, and evaluate Finance Officers and Assistants under your supervision.
- Area Management Group (AMG) Meetings: Attend meetings and provide updates on financial, audit, and compliance matters.
Key Collaboration Points
As Finance Coordinator, you'll work closely with:
- Area Manager: Support overall area financial management.
- Project Teams: Collaborate on financial planning, monitoring, and reporting.
- HR and Logistics Departments: Coordinate with HR for payroll and Logistics for expense tracking.
- Regional Head of Finance/Controller: Submit financial reports and align area financial practices.
- Country Director and Head of Support: Keep senior management updated on financial matters.
Role Scope and Impact
- Team: Manage a team of one Finance Officer and one Finance Assistant.
- Stakeholders: Liaise with UN agencies, NGOs, local organizations, and government entities.
- Budgets: Manage project budgets totaling 30 million NOK.
- Information Systems: Utilize resources like Agresso and NRC’s intranet.
- Legal and Compliance: Follow employment terms, vendor agreements, and donor guidelines.
Qualifications
Skills & Experience
- Professional Experience: At least three years in a Finance Coordinator role, ideally in humanitarian or recovery work.
- Context Experience: Prior experience in complex and high-stakes environments.
- Proven Results: Documented success in handling responsibilities similar to this role.
- Leadership Knowledge: Understanding of personal leadership style and its impact.
- Language Skills: Fluent in English, both written and spoken.
